Europe felt a moment of respite on Monday, as the tension caused by the presentation of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been stabilised. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: an extensive attack of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The chain of contrasting events captured the grim essence of the outgoing year. By day, diplomatic battles are conducted: hopeful statements are delivered from different nations. Considerable effort is expended on managing particular approaches. By night, the Kremlin clearly shows the world that, for them, war remains the key method for achieving "settlement".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor projectile deployments from across the border, a ability enabled by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to intercept incoming cruise missiles streaked across the sky – sophisticated military planes provided to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems thundered: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, most likely supplied through allied countries. Every firing jolts you unexpectedly, causing tremors. The instant of fear quickly transforms into resigned acknowledgment: possibly the hostile projectile won't strike its target this time, sparing the city from catastrophe and further power outages.
Ongoing Risks
Soon after, a large-caliber weapon opened up on a drone close by, part of a rapid response unit – probably allied-provided weaponry. Regrettably, the bullets missed the hostile drone – it continued its flight toward its target.
Intermittently, this continued until dawn. Kyiv awoke to the daybreak reports: several casualties, destruction and infrastructure problems in numerous residences as a result of the night's assault. As typically, everyone still continued their routines – living the war. But those 24 hours encapsulated Ukraine's vital need on international aid – a reliance that neighboring countries are evidently unprepared to replace in the immediate future.
Ineffective Peace Efforts
The detailed framework from US administration sparked intense emotion, debate and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new initiative from Washington adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually achieve victory. This pattern will, certainly, endure.
Tactical Assessments
It is tempting to accuse certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. US administration operates on a principle understood by international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The US administration presumes that it is impossible to force Russia to relinquish the land that it presently holds in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, US leadership does little to deter Moscow, through statements or actions, from assuming that the situation will not evolve additionally in its favour in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their reason to accept conditions that does not give them the maximum possible gain is close to zero. There may be many attempts to end hostilities, but they will persist as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding lives and land but preventing a complete military breakdown until circumstances change in its benefit.
Existing Situation
Factually, there are no genuine requirements for a ceasefire. Now, individual motivations are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unworkable, so that their priority does not switch to internal issues. And although their task will now be significantly challenging after recent developments, it remains very improbable that this will modify their basic position.
These conflicting dynamics are guiding negotiations.
Conclusion and Outlook
It took a just a single week to eliminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, current information leaks, all served their function.
While new proposals based on old ideas are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and reflect particular unwillingness to alter the situation, if they stand together and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, primarily depend on sustained allied backing.
